Asian-Counsel, a monthly magazine addressing the concerns of in-house lawyers across the Asia Pacific region and the Middle East, provides analysis of vital legal, regulatory and business issues, along with news and profiles of leading in-house practitioners. Partner Soo Jin Kang Joins Yulchon

Yulchon has strengthened its antitrust and litigation practices with the addition of Ms. Soo Jin Kang as a partner. Before joining Yulchon, Ms. Kang was a litigation officer at the Korea Fair Trade Commission from 2008 to July 2010. She worked at Logos Law LLC from 2005 to 2008 and served as a public prosecutor from 1995 to 2004. While at the Korea Fair Trade Commission, Ms. Kang supervised administrative litigation cases including large cartel cases, abuses of market dominance, and business combination cases, and was in charge of reviewing various laws and regulations as well as staff training. Ms. Kang graduated from the College of Law at Seoul National University in 1993 and earned an LL.M. from Harvard Law School in 2005.

Yulchon’s M&A Team Advises Honam Petrochemical Corp. on $1.27 Billion Acquisition – One of Korea’s Biggest M&A Deals this Year

Yulchon’s M&A Team, led by Hee Woong Yoon and Tehyok Daniel Yi, is advising Honam Petrochemical Corp. on its US$1.27 billion acquisition of Titan Petrochemicals Corp. Bhd., Malaysia’s largest petrochemical maker. The deal will make Honam, based in Seoul, the second-largest petrochemical maker in Asia. Yulchon is advising Honam on all aspects of the deal, including merger filings for antitrust clearance in multiple relevant jurisdictions.

Yulchon Has Strengthened its International Tax Practice with the Addition of Mr. John Jangwoon Kwak

Foreign attorney John Kwak has joined the firm’s international tax team. His practice focuses on tax aspects of a wide range of cross-border corporate transactions and investments. Prior to joining Yulchon, Mr. Kwak advised major private equity and strategic clients at Ernst & Young’s Transaction Advisory Services in New York. He also worked at PricewaterhouseCoopers and KPMG, where he assisted multinational enterprises in developing effective tax strategies for their business transactions. Mr. Kwak received his LL.B. degree from Yonsei University College of Law, LL.M. from the University of Pennsylvania Law School, and LL.M. in Taxation from New York University School of Law. He is currently pursuing an S.J.D. degree from American University Washington College of Law.

Senior Advisor Hongki Kim Joins Yulchon

Prior to joining Yulchon, Mr. Kim served for many years at the Tax Tribunal, where he developed expertise in tax appeals by serving in several key posts, including Tax Judge, Director of General Affairs, Case Coordinator, and Case Researcher. His unparalleled experience includes service as Director General of the Tax Tribunal, Director of Real Name Transaction System & Tax Tribunal in the Ministry of Finance, Assistant Director of Taxation System & Tax Tribunal in the Ministry of Finance, and Director of District Tax Office in the National Tax Service. Passionate about upholding Tax payers’ rights, Mr. Kim is an active lecturer and contributor to the Korea Association of Certified Public Tax Accountants, Korean Institute of Certified Public Accountants, and other related organizations. He is a professor at Yonsei University’s Graduate College of Law, and also teaches a tax law class at Sungkyunkwan University. Mr. Kim holds an M.A. in Public Policy & Political Science from University of Wisconsin, an M.A. in Public Administration from Seoul National University, and a B.A. in Business Administration from Yonsei University.

Before joining Yulchon, Ms. Yun worked as an associate at Morgan, Lewis & Bockius LLP in Philadelphia where she worked on the regulation of investment companies and investment advisers. Ms. Yun received her J.D., magna cum laude, from Villanova University School of Law in 2005. Ms. Yun both received her M.A. in international studies, focusing on international trade and B.S. in biology from Ewha Womans University in 2002 and 2000. Ms. Yun is admitted to practice in Pennsylvania and New Jersey.

Of Counsel Tong Soo Chung Joins Yulchon

Yulchon has strengthened its international trade and investment, cross-border dispute resolution, and corporate law practices by welcoming Tong Soo Chung back to the firm.

Mr. Chung was previously with Yulchon from 2004 until 2006, when he left to head Invest KOREA, Korea’s foreign direct investment promotion agency. As head of the agency, Mr. Chung oversaw efforts that brought more than US$10 billion of FDI into Korea every year. He had previously gained extensive experience in foreign trade promotion when he served as a Clinton-era appointee at the International Trade Administration of the U.S. Department of Commerce. At the ITA, he served as a Deputy Assistant Secretary for Service Industries and Finance (2000-2001), Director of the Advocacy Center (1995-2000), and Director of the Office of Trade Promotion Coordination (1994-1995). After leaving the ITA, Mr. Chung served as a statutory auditor, member of the board of directors, and senior advisor to Maxon Telecom, a cellular phone and two-way radio manufacturer in Korea (2001-2004). He began his legal career by working for more than ten years as a lawyer in Los Angeles, where he founded a law firm that operates today under the name of Lim, Ruger & Kim. Mr. Chung holds a J.D. from UCLA School of Law, an M.A. in Public Affairs from Princeton University’s Woodrow Wilson School of Public and International Affairs, and a B.A. from Harvard University.

Mr. Sai Ree Yun Commissioned as a Member of the Financial Advancement Council

Mr. Sai Ree Yun has been appointed to the Financial Advancement Council (FAC), an important financial advisory body situated in the Financial Services Commission, which is part of the Ministry of Strategy and Finance in Korea. The FAC convenes on a regular basis to discuss current major financial issues. It is divided into seven subcommittees; Mr. Yun will serve on the Insurance subcommittee.

Yulchon lawyers Joseph Hong, Robert Wachter, David Linton, Moritz Winkler, and Hwajoon Lee were among 30 foreign attorneys who have been appointed to the Korean Bar Association’s Foreign Lawyers Judicial Reform Advisory Committee. The committee is to advise the KBA on how foreign jurisdictions handle court recording, the publication of judgments, and the use of technology in courts.

Yulchon Receives a Tier 1 Ranking in International Tax Review’s Global Tax Transactional Survey

Yulchon has received a Tier 1 ranking in International Tax Review. The magazine asked its readers, mostly tax executives from multinational companies, tax officials and advisers, to rank firms in 46 jurisdictions on their tax transactional advice. Advisers could not vote for their own firms. The results were published in International Tax Review’s March 2010 cover story.

In Korea, Yulchon shared the top tier with Samil PriceWaterhouseCooper, an accounting firm. The result further cements law firm’s reputation for having the top tax practice in Korea.
